OBSERVATION: UTCs such as FFQCU, FFQCV, FFQCX, FFQCY are assigned to various units for deployment as command and control units. It has been determined through HQ MAC and HQ AFRES working groups, Operation Just Cause, and Operation Desert Storm, that these UTCs do not have appropriate staffing to perform required "askings. DISCUSSION: Both the 32nd and the 37th AEGs were tasked for numerous AECE (FFQCY and FFQCX) "askings. Neither of these two units is authorized an FFQCY nor are they staffed to support. these taskings. HQ MAC has been involved over the past three years with updating the aeromedical evacuation CONOPS. It was determined that the standard AECC UTC (FFQCU) is not adequately staffed for the AECC function. As a result, these two units were tasked under a modified UTC FFQCY and FFQCX to provide the AECC function to support Desert Storm activities. The AECC function appears to be best staffed through a combination of UTC FFQCY, FFQCX, FFQCV, and crew management cells. Other identified requirements include flight clinical coordinator and personnel management functions such as a squadron section commander, first sergeant, and orderly room clerks. Regardless of the organization having a command and control element assigned, UTCs should be built to staff taskings. IMPACT: Requires further review of manpower requirements. A complete UTC review will also be required to determine the impact on other possible combinations of UTC (Sub-UTC) "askings. RECOMMENDATION: Realign the 32nd and 37th AEGs to include FFQCY UTCs or modify UTC FFQCU to have sufficient staffing to operate at deployed AECCs. Also, realign other organizations having command and control UTCs as required. 11
