nothing without orders in hand; then we ask them to move
without orders. This was a problem throughout.
6. Fund cite problems were not clearly addressed at the
base AEO level. Constant calls from Reservists who could
not get per diem or travel pay caused a lot of heart burn
and resulted in lengthy explanations over the telephone to
Reservists.
LESSONS LEARNED: The mobilization and call-up orders
process needs work.
RECOMMENDED ACTIONS:
1. A central point of contact for orders distribution
(i.e., BIMAA or Reserve Affairs Liaison Personnel) at each
base would have relieved many problems for the members.
This would have helped ensure the member's receipt of the .
orders.
2. Establish an accurate list, at the time of
mobilization, of receivers for orders at bases, with a
timely follow-up to ensure orders are received.
3. Before orders are distributed, ensure quality control
at HQ ARPC/SG, RC, and DR to make any changes before orders
go out of the building.
4. Overnight mail all orders to IMAs and hold the carrier
accountable for delivery.
5. Establish a central point of contact for orders
distribution in SG and RC. These orders should be hand
carried.
6. Maintain an attitude of cooperation among the affected
directorates at HQ ARPC.
