TITLE: Proper Skill Utilization
OBSERVATION: There is a procedure in place to upgrade or
change AFSCs for individuals who have obtained more
specialized skills in their civilian capacity since
separation. There is no procedure, however, for
commissioning enlisted personnel who have acquired certain
needed specialties since separation. Additionally, members
who were lower enlisted grades at separation are now
qualified to be mobilized as NCOs or senior NCOs. There
were also several instances where IMAs, who were mobilized
in their duty AFSC, were not necessarily qualified in that
AFSC.
DISCUSSION: Individuals in the PIM cannot obtain a
commission necessary to be awarded the appropriate AFSC if
they have upgraded their skills and are eligible. A number
of enlisted personnel had gone on to obtain degrees and
were now RNs, nurse anesthetists, or physicians assistants.
We called them back in the enlisted AFSC they possessed
prior to separation. There were also some individuals who
were in the grade of SrA who had continued in their field
and were now as qualified or more qualified than their NCO
counterparts. It was poor skill utilization to mobilize
these individuals at a three skill level when they
qualified as seven level or higher. Finally, IMAs must be
mobilized in the AFSC for which they are qualified. One
example was a general surgeon (9416) that W2S mobilized as
such, but was found not to have performed as a general
surgeon for two years. He was thus unqualified to perform
in his mobilized AFSC.
LESSONS LEARNED: A procedure must be in place to award
AFSCs that match an individuals current civilian medical
skill. Procedures must be in place to ensure all mobilized
personnel are qualified in the AFSC to which mobilized.
RECOMMENDED ACTIONS: Establish policy and guidance to
commission and upgrade the individuals in the IRR and
retired regular Air Force based on their current civilian
skills. This will provide much more appropriate
utilization. HQ ARPC/SGR is establishing an ongoing
screening mechanism to track PIM members for skill upgrade.
SGR will also recommend that MAJCOMs identify IRR and
retired regular members they would want fenced for future
mobilization to them. These members would be preidentified
through SGR's enhanced PIM management program. Finally, a
policy must be implemented where the unit of attachment
annually certifies that an IMA member is performing in the
AFSC to which he/she will be mobilized. This policy has
been implemented by HQ ARPC/SG due to the problems that
