         TITLE: Cross Utilization during IRR and Retired Regular
         Mobilization

         OBSERVATION: We were unable to use IRR resources to fill
         requirements when retired regular resources were depleted.

         DISCUSSION: We were unable to fill all mobilization
         requirements due to unnecessary limitations. The
         requirement for 9416s, for example, was 17 from the retired
         regular pool. We could only fill 3. Had there not been a
         limit of 1000 on the use of the IRR, we could have used the
         IRR resources to satisfy all the 9416 requirements.
         Additionally, there were still IMA resources available that
         should have been mobilized prior to PIM mobilization.

         LESSONS LEARNED: The system must have the flexibility to
         dip into any legal resource to obtain required skills.

         RECOMMENDED ACTIONS: Go to full mobilization authority in
         the beginning of a contingency to allow access to critical
         medical resources in the standby and retired Reserve.
         Allow cross utilization between resource pools when 673 and
         688 authority are given. Allow flexibility when
         determining any ceiling on numbers to be used from either
         resource. A more efficient way to determine a ceiling may
         be to create a ceiling for total 673 and 688 resources
         rather than a cap for each. For example, rather than have
         the 1000 cap on IRR and the 253 cap on the retirees, have
         the cap be a total of 1253 with replacements coming from
         both resources. All required Selected Reserve resources
         should be mobilized prior to PIM mobilization.
