          TITLE: Promotion Policy for IMA and IRR Members
         
          OBSERVATION: There were many inquiries regarding promotion
          policy for mobilized IMA and IRR members.
         
          DISCUSSION: The promotion process for mobilized IMA and
          IRR members was and is unclear. Policy guidance was not
          disseminated appropriately. The active duty personnel had
          not received guidance regarding who was responsible for the
          promotion of the activated Reservists. It was unclear
          whether HQ ARPC, HQ AFMPC, or the MAJCOM would be
          responsible for promotion actions. HQ ARPC/SG was later
          informed that it was a MTF to MAJCOM responsibility. There
          was never any policy guidance issued on this matter. '
         
          LESSONS LEARNED: A great deal of confusion could have been
          avoided if mobilized IMA and IRR promotion policy would
          have been made and disseminated in the beginning of this
          contingency.
         
         RECOMMENDED ACTIONS: Develop a set policy explaining
         mobilized IMA and IRR promotion procedures. This policy
         should be in place prior to mobilization. Possibly freeze
         promotion actions until after the conflict and make
         effective dates retroactive. This will allow the
         Reservists consideration under the Reserve promotion
         system.
