           TITLE: Substitution Guidance

          OBSERVATION: AFSC substitution for retired regular members
          who had been exempted became a problem.

          DISCUSSION: Replacing retired regular members who were
          exempted became a serious problem. SG was unable to fill
          certain AFSCs and was not given guidance regarding what, if
          any, were acceptable AFSC substitutions. Could a 9156A
          substitute for a 9156G or a 90299 substitute for a 90272?
          The guidance that was given was given after incorrect
          replacements had already been made. SG was only able to
          fill 3 of a requested 17 surgeons due to exemptions and no
          available replacements. We did not have the authority to
          use replacements from the IRR.

          LESSONS LEARNED: Substitution guidance is needed for any
          future contingency.

          RECOMMENDED ACTIONS: Develop a policy at the onset of a
          contingency regarding allowable AFSC substitution.
