          TITLE:- Unequal Treatment of Reserve Personnel

          OBSERVATION: There were several instances where Reserve
          personnel were treated differently than active duty
          personnel.
  
          DISCUSSION: HQ ARPC/SG received several reports that
          better housing was given to active duty members. Also,
          early in the contingency, HQ TAC authorized permissive TDY
          to IMAs to go back home and get their affairs in order. HQ
          TAC later turned around and charged the IMAs leave. This
         seems unfair since active duty members are given permissive
         TDY to go house hunting when going PCS.

          LESSONS LEARNED: Unequal treatment of mobilized personnel
          should not be tolerated.

         RECOMMENDED ACTIONS: Develop policy that strictly dictates
          the equal treatment of all mobilized personnel and enforce
          that policy. Also, the member's lack of hard copy orders
         when they reached their active duty location may have been
          the reason for some of this treatment. Recommend the
          members have orders in hand whenever possible.
