DESERT SHIELD/STORM LESSONS LEARNED REPORT #CC

          POC: [(b)(2)]

          TITLE: Demobilization-Incorrect Status in System

OBSERVATION: Many demobilized members still retain a
record status "74" on the PDS, indicating active duty
status. Others are in a correct record status, but in the
wrong PAS code and Reserve section. For example, the
member was returned to a non-participating Reserve status
instead of to the SG active IMA Reserve program.

DISCUSSION: Extended time involved for return from
mobilization to correct status at HQ ARPC causes problems
in several areas. Requests for orders (IDT, AT, RPA)
cannot be processed since the system indicates the member
is on active duty. Promotion eligibility, especially for
unit vacancy, becomes incredibly difficult as each
potential member's actual status must be verified by manual
inquiry. Normally simple tasks, such as generating addres~s
labels for newsletters, become extremely labor intensive
          due to incorrect system status.

LESSONS LEARNED: The system must reflect a correct status
for demobilized members in a timely manner.

RECOMMENDED ACTIONS: Implement system change(s) which,
upon demobilization, will recapture members on a "real
time" basis and in the correct status. Provide all
concerned directorates with a daily status update on their
          members.
