           TITLE: Prealert Notification

           OBSERVATION: The way prealert was handled was too little
           and too late to be of any real advantage to the IMA, IRR,
           and retired regular.

           DISCUSSION: IMAs initially thought they would not be
           called until full mobilization occurred. The news of
           increased Reserve activation changed this perception. The
           stop loss letter that was sent out in January was not
           notification of eventual call-up or mobilization.

           LESSONS LEARNED: Prealert notification action should be
           taken to best serve IMA members.

          RECOMMENDED ACTIONS: Prealerr notification action should
          be taken as soon as the authority for recall or partial
          mobilization is signed. The method of notification should
          be by overnight accountable mail. Items covered in this
          notification should include but not be limited to: 1) The
          importance of getting personal affairs in order
          immediately, 2) Dependent care responsibilities, 3) The
          possibility of 24 hour report time, and d) The method of
          official notification.
