SUBJECT: Reserve Augmentation Process
BACKGROUND: The call for identifying IMA backfill requirements
came on a Sunday morning of a three day weekend with responses
due back within 24 hours. A response was provided, but the
requirement to respond so quickly when many key players were
unavailable for consultation led to a suboptimal identification
of reserve augmentation needs. Attempts to modify our initial
request were stymied. A revised list of requirements submitted
to HQ ARPC later in the week was misinterpreted as additional
requirements, not changed requirements.
DISCUSSION: No negative mission impact occurred as a result of
this confusion. However, more resources than the minimum number
necessary wound up being activated to AFSC units. Shifting
excess resources within and between commands absorbed a great
deal of staff time and distracted the HQ AFSC staff from its
other responsibilities.
ACTION RECOMMENDED: Avoid short suspenses issued on weekends for
immediate action through pre-planning. There is often a trade-
off between quality and speed of responses. Tight suspenses
issued on the weekends make it difficult to get it right the
first time and avoid confusion. Establishing parameters for
decision-making and identifying specific mission needs early into
the crisis may aid in speeding a rapid turnaround of quality
responses to inquiries.
SUGGESTED OPR(s), OCR(s): OPRs: HQ USAF/SGHR, HQ ARPC/SG, and
HQ AFMPC/SG. OCRs: MAJCOM/SGAXs. Procedures for identifying
reserve forces for backfill need to be established. Standardized
reporting formats and guidelines could be written to facilitate
early identification of reservists when crises loom.
