          ISSUE ITEM #:

          SUBJECT: Redeployment

BACKGROUND: The task of disposition of unneeded medical assets
from the theater was raised as problematic by two AFSC officers
deployed into theater. Policies and guidelines were developed
on-the-spot to deal with the situation.

DISCUSSION: Uncertainty regarding disposition of supplies could
result in unnecessary inventory losses and spoilage of materials.

ACTION RECOMMENDED: Develop (a) specialized mobility team(s)
consisting of medical logisticians to deal with after action'
clean up. Redeployment of valuable medical assets is as much a
mission requirement as fighting the war. We should not have to
accomplish this task with the same people with staff skills to
manage and execute wartime medical operations. The skills needed
for these two distint missions are very different and should be
reflected by using different UTCs to handle the disposition of
         supplies after operations are concluded.

SUGGESTED OPRs: AFMLO and HQ USAF/SGHR. The two agencies would
be able to determine the staffing needs for a UTC specializing in
the return of medical supplies from a theater of operations.

ALAN R. CONSTANTIAN, Captain, HQ AFSC/SGAX
                 [(b)(2)]
