         SUBJECT: Guidance from Higher Headquarters
         
         BACKGROUND: The volume of message traffic was nearly
         overwhelming. In some cases, messages referenced other messages
         for which the addressee was not a recipient.  Trying to determine
         whether or not you had received a message referenced as "NOTAL,"
         was a frustrating and time-consuming exercise.
         
         DISCUSSION: The result of referencing "NOTAL" messages caused
         confusion and delay in action.
         
         ACTION RECOMMENDED: Do not reference messages unless they were
         sent to all recipients of the message you plan to send. Instead,
         summarize the critical information contained in previous
         messages.
