SUBJECT: USAF INTEL ANTHRAX THREAT - INFORMATION MEMORANDUM

MEMORANDUM FOR SAF/IG

SUBJECT: Anthrax Threat - INFORMATION MEMORANDUM

The attached report provides a response to your
request for information regarding the threat from terrorists
using anthrax. The following information has been provided to
answer your specific questons:

        - The Iraqis could have up to a metric ton
of anthrax.

       - Anthrax has no special storage
requirements. It can be easily stored and transported.

      - [(b)(1)sec3.4(b)(1)]

      - [(b)(1)sec3.4(b)(1)]

we cannot determine how much has been
destroyed or dispersed due to DESERT STORM attacks.

We believe Saddam would not hesitate to use
anthrax in terrorist attacks if he felt it would benefit his
cause. However, the lack of large-scale terrorist attacks since
the initiation of DESERT STORM indicates many of Saddam's ter-
rorist plans may have been thwarted by increased security and a
lack of enthusiasm by some groups to join the losing side.
Saddam may therefore lack the ability to attack, either
conventionally or unconventionally, the overseas targets he would
 most desire to attack.

                                    Assistant Chief of Staff,
                                       Intelligence
