         MEMORANDUM FOR Commander, Dragon Brigade, ATTN: G3, APO New York

         SUBJECT: After Action Report for Chemical Staff Exercise-II,
         (CHEMEX-II) Phase I


         1. Purpose. To silmynarize and disseminate lessons learned from
         the XVIII Abn Corps conducted CHEMEX-II, Phase I with the Rear CP
         on 9 Dec 90.

         2. General. Phase I of CHEMEX-II exercised the NBC Warning and
         Reporting System (NBCWRS), and NBCE skills within the Rear CP.

         3. Discussion. The exercise began with distribution of the
         Chemical Downwind Messages (CDM) and progressed to reporting of
         initial NBC reports to the Rear CP at 1530 hrs on 9 Dec 90.
         Numerous NBC I and spot reports were fed to the Corps Rear CP
         NBCE. The Corps Rear CP NBCE evaluated the information received
         and disseminated NBC 2 reports to the Corps Main NBCC and
         subordinate base clusters. Finally, NBC 3 (Chemical Downwind
         Hazard Prediction) reports wore calculated, plotted, and
         disseminated. The exercise encompassed the daily shift change at
         which time the NBCE OIC briefed the Rear CP Chief of Staff on the
         current NBC situation. The transition between the two shifts
         went well. Results of the exercise follow:

             a. NBCWRS. Warning and reporting were slow initially.
         However, as the exercise progressed the NBCE personnel worked out
         an organized tracking system to support evaluation and
         dissemination of information. NBCE personnel displayed an
         understanding of the warning concept which includes units in and
         around the predicted downwind hazard area.

         the usefulness of prepared templates was realized. The NBCE
         needs to practice and become fully familiar with plotting
         various types and cases of attacks. The NBCE personnel displayed
         a vast improvement in weeding out duplicate and useless
         information. The situation was continuously assessed. The
         co=ander's update covered all essential information. The shift
         rotation briefing requires additional coordination to insure
         everybody is present and understands the situation. - vj@
