(4) Advises Commander on impact of proposed chemical attacks on the
4 villan populace.
h. Staff Judge Advocate.
(1) Advises Commander- on the application of the principles of the law
of war to the chemical targeting process.
(2) Reviews, in coordination with the FSE/Chemical Officer/(15, target
nominations where substantial collateral damage to civilian personnel and/or
property may occur.
I. Commander, Support Command.
(1) Prepares and, on order, executes plans for receipt, storage,
security and issue of chemical agents/munitiona.
(2) Provides response to accidents involving chemical weapons stored
or moving through the rear area of operations.
J. Commander, Kaneuver Units.
(1) Taken measures to preclude inadvertent or unauthorized employment
of chemical munitions.
(2) Conducts continuous fire support plann!7ng, providing plans to the
Oorps FSE as appropriate. During periods of mobile operations and frequent
unit moves .@,plang may define only geographic areas of planned employment and
desired times of employment in terms of time windows. In such cases, the Corps
FSE may require more precise target information immediately prior to chemical
release to preclude,collateral damage or violation of troop safety guidance.
