                           FACT SHEET FOR WAR COUNCIL


       1. ISSUE: Medical surveillance reporting

       2. POINTS:

            a. A timely, comprehensive medical surveillance program,
       closely monitored by unit surgeons, is an effective method of
       providing commanders information on the health of their commands.

            b. Per USCINCENT msg, 150917Z NOV 90, Subject: Medical
       Surveillance During operation Desert Shield, commands will
       monitor and report on the following diagnostic categories:

                  ,(I) Heat/cold injuries (H/C)

                  (2) Gastrointestinal illnesses (GI)

                  (3) Respiratory illnesses (RES)

                  (4) Dermatological illnesses (DER)

                  (5) ophthalmic illnesses/injuries (EYE)

                  (6) Psychiatric illnesses (PSY)

                  (7) Orthopedic/surgical injuries (INJ)

                  (8) Medical illnesses (MED)

                  (9) Miscellaneous complaints

            c. Weekly summaries, from Sunday through Saturday, will be
       forwarded through the command channels to the VII Corps Surgeon.
       Minimal reporting data will include seven day totals for each
       category, and average troop strength.

            d. Additionally, certain special categories of disease will
       be reported serarately in the weekly report by number of cases;
       negative reports are not required. Examples include diarrheal
       disease, sandfly fever, hepatitis A, malaria, and leishmaniasis.

       3. VII CORPS POSITION: Commanders will initiate weekly disease
       surveillance as a way of monitoring the health of their commands.
