          a.     ISSUE:   CARC painting of equipment prior to shipment



          b.    DISCUSSION-

                 1. CARC- painting@was done@at.two@dif+erent sites: one at
          Jabayl and one@at the-port of Dammam       The guidance was to CARC
          Paint all equipment going-back to:Sermany@due to the restrictions
          an painting in Germany. AMC sponsored the@sites by supplying the
          equipment used, staring the paint, and monitoring the operation
          as VII Corps units painted their own equipment prior to placing
          it in the iaterile@arlmas. A tat'al@o-F 3216 Tracks and 5248 Wheeled
          vehicles were painted@ during the@ redeployment.        The site was
          closely monitiored by both the Safety Office and the VII Corps
          Surgeon's Office to ensure the safety of the personnel operating
          the site. Although the 6-4 monitored the unit progess daily on
          painting, it did not get deepl,y involved with the site unless
          units had a problem with supplies and or equipment. The point of
          contact at the CARC site was AMC who bent over backwards 'lo
          ensure a smooth operation.
