2. (U) Operation DESERT SHrELD/STORM conducted by CENTCOM on
05/14/91.
3. (U) KEYWORDS: COMMUNICATION
4. (U) TITLE: Unit Communication
9. (U) OBSERVATION: Breakdown in communication equipment
occured due to operator's maintenance and knowledge of equipment
operation in a desert environment.
- There was a lack of emphasis placed on a safeguarding of
classified material and too much improper duplication of
classified documents.
- Prior planning and coordination for communications assets
needs to be analyzed more closely, mission requirement analyzed
closer.
- Company Communication Shop deployed without all communication
equipment ie. radios, repair parts, etc.
6. (U) DISCUSSION- Soldiers are unaccustomed to radio
operations in a desert environment. Battery supply need to be
increased, since hot weather causes batteries to fail more
rapidly. Wind blown sand and grit causes problems in
communication equipment over a period of time. Overnight
condensation can effect such items as electrical jacks and
connectors. Personnel responsible for the possession and
maintaining of COMSEC material were unaware of the pertinent
physical security of such material. Personnel involved failed
to report possible compromise of classified material or
documents within a timely manner.
7. (U) LESSON LEARNED:
- Never solely rely on co-locating with another unit for use of
communication systems.
- Cross-leveling of communication equipment is very unreliable
ombat effectiveness.
- Well-trained communication personnel played a major role in
the successfulness of this mission.
S. (U) RECOMMENDED ACTION: Conduct classes on operator's
preventive maintenance under unusual conditions. Preventive
maintenance checks should be made frequently. Supply should be
increased due to hot weather.
- Program should be established to provide, at a minimum, annual
,security training for classified information and material.
Maximum security should be implemented in handling COMSEC
material.
- Proper authority should be received before duplicating or
