          2. (U) Operation DESERT SHIELD/STORM conducted by CENTCOM on
          05/14/91.

          3. (U) KEYWORDS: CHEMICAL DOWNWIND MESSAGE, CDM

          4. (U) TITLE: Chemical Weather Data

          5. (U) OBSERVATION: The battalion stopped receiving Chemical
          Downwind Messages (CDM) after the unit moved to the Attack
          Position Wheeler.


          6. (U) DISCUSSION% As soon the order to move the battalion to
          the attack position chemical weather data was not received in
          the battalion. Various factors affected this: a) Distance
          between the battalion and the division elements;
          b) Communications assets available to the battalion and to
          Division Chemical Section/NBC Center; and c) Tempo of t he
          operation. Nevertheless other information was being received
          from division, ie, INTSUM reports.

          7. (U) LESSON LEARNED: The lack of chemical weather data
          hampers the ability of the unit chemical personnel to properly
          advise the commander and staff in what courses of action are
          available in the event chemical weapons are employed in the area
          a-F operations.

          S. (U) RECOMMENDED ACTION:


                 a. (U) Improve communications assets in the battalion
          and Division Chemical Sectio n/NBC Center by adding radios and
          other communications equipment.

                 b. (U) Select a -Frequency that every unit in the
          Divison can turn to where chemical information including weather
          data can be disseminated to division units.

                 C. (U) Use the system already established to transmit
i.e. Send CDMs thru the Operations and
          Intelligence Net, and/or add chemical weather data to the
          INTSUMS.
