          05/14/91.


          3. (U) KEYWORDS: MTOE


          4. (U) TITLE: MTOE Scrub

          5. (U) OBSERVATION: During the early days of operation DESERT
          SHIELD a lot of effort was put into obtaining critical shortages
          for the battalion. Many of these efforts proved fruitful as
          many critical shortages were filled.

          6. (U) DISCUSSION: After the beginning of Operation DESERT
          SHIELD we were able to procure many critical shortages Such as
          M60 machine guns, M122s, MICLIC rails, and cone pentrometers.
          We had several other critical shortages that we probably could
          have obtained if we would have pushed the issue while we were
          still the theater priority.

          7. (U) LESSON LEARNED: NIA

          B. (U) RECOMMENDED ACTION: Upon initiation of a combat
          operation, the battalion S4 should ensure that all MTOE
          shortages are recorded using the new project code if there is
          one. He should also identify all critical shortages and
          prioritize these shortages. He should then begin pushing the
          item managers to move delivery dates up.
