                                      C=S LONG REPORT

            1. (U) JULLS NUMBER: 52966-47780 (00017) submitted by Gl, 24
            870-5516, (912)767-5516.

            2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV
            on 05/23/91.

            3. (U) KEYWORDS: PERSONNEL, CASUALTY REPORTING.

            4. (U) TITLE: CASUALTY REPORTING

            S. (U) OBSERVATION: Casualty reporting was slow during combat
operations and normally was not reported through personnel
            channels (i.e., S-l/Admim/Log).

            6. (U) DISCUSSION: Most of the casualty reports received at the
division rear command post were received through G-3 channels.
These were usually in the form of a spot report called in to the
division main command post G-1, who in turn called the report in
to the division rear G-1. This could be attributed to the small
nuiber of casualties which could easily be reported through
command channels. Many of the casualty feeder cards submitted
            through S-1 / personnel channels were received more-as a
follow-up to information already reported through command
channels than as initial reports. The long distances between
maneuver elements and the division rear casualty cell also
slowed the reporting process. A major factor in the distance
problem was caused by the division rear G-1 section not moving
with the battlefield. This section remained at the line of
departure through most of the battle. The distances between
maneuver elements and the division casualty cell were steadily
            increased.

            7. (U) LESSON LEARNED: Communications must improve as well as
eld.
The division casualty cell (and the G-1) must move with the
battle. It should not find itself stationary, several hundred
kilometers behind the remainder of the division.

            S. (U) RECOMMENDED ACTION:
            a. Ensure that the casualty reporting cell is in a position
relative to.the maneuver elements to facilitate casualty
            reporting.

            b. Establish a priority for casualty reporting on the admin/log
net or use other means to quickly report casualties. The
command nets will not sustain casualty reporting in a
            high-intensity combat operation.

                (U) SUBJECT: PERSONNEL
