5. (U) OBSERVATION: Throughout OPERATION DESERT SHIELD/STORM,
copiers and laptop computers were absolutely essential to both
the tactical and administrative / logistical operational
success. However, two major problpng exist in the deliberate
planning process: correct dissemination of accurate overlays
(graphic control measures) and the reproduction speed of the
orders and overlays.
6. (U) DISCUSSION: As the availability of laptops and copiers
declined due.to maintenance problems, unit abilities to produce
and disseminate operation orders, strip maps, overlays, etc.
also declined. The importance of these administrative assets
cannot be overemphasized. In addition, as the order is issued,
each unit adds details and control to the plan while certain
boundaries and phase lines remain constant. Like the old game
of whispering a secret around a circle of friends, by the time a
corps phase line reaches company level, it has moved several
kilometers. This problem is exascerbated when higher level
1:250,000 graphics must be transposed to a 1:50,000 scale used
at brigade and below. Further, the normal order at a battalion
or brigade headquarters is about 30-50 pages with annexes and
4-6 overlays. Under field conditions using a single feed copier
and a Diazo machine for overlays, the reproduction process
requires 6 hours.
7. (U) RECOMMENDED ACTION: All divisional units should be well
resourced with field compatible copiers and laptop computers.
Automate the orders and graphics process. Changing from
1:250,000 to 1:50,000 can be accomplished rapidly and accurately
with computers. Use burst transmissions to disseminate orders
and graphics to units. Use the technology that is available to
maintain/increase our edge in the command and control arena.
