          4. (U) TITLE: STAFFING OF THE ADAO SECTION

          5. (U) OBSERVATION: To be effective, the ADAO section requires
          three officers.

          6. (U) DISCUSSION: The ADAO should be a major with two
          commissioned officers as assistants. As a major, the ADAO would
          interface with the primary section leaders in the headquarters.

          7. (U) LESSON LEARNED: The ADAO must be a major. The section
          requires three commissioned officers to run an effective
          twenty-four hour operation.

          S. (U) RECOMMENDED ACTION: Recommend that the ADAO position be
          made a major slot with a minimum of one captain and one
          lieutenant as assistants.
