          4. (U) TITLE: ORGANIZATION OF FORWARD SUPPORT BATTALIONS

          5. (U) OBSERVATION: The efficiency of forward support battalions
          could be increased with some changes in organization and
          equipment.

          6. (U) DISCUSSION: The forward support battalions are too lean.
          a) They r @ ire additional assets to move the brigade stocks of
          supplies, troops, materiel handling equipment (MHE), and to
          effect the recovery of broken or captured equipment.

          b) FSB's require an increase in the number of pieces of MHE and
          fuel tankers. During the offensive operation, FSB's had to stop
          to recharge (fuel) three times in 36 hours which required
          extensive coordination and over 100 tankers from COSCOM.

          c) At all levels, units are underpowered and do not have
          adequate transportation assets. More power generation equipment
          is required to operate continuously before, during, and after
          the war.

          d) Units require 5-ton trucks to move personnel and equipment.
          Support battalions require S&P trailers to move on-hand stocks.

          e) Additionally, a mixture of assets to provide water is
          required in divisions to augment the 600 gal/hr ROWPU.

          f) The supply company in the main support battalion is greatly
          under resourced. It is too small and lacks the depth and MHE to
ked to operate
          at two locations.

          g) Divisions are not doctrinally required to handle
          containerization. However, in OPERATION DESERT STORM, the
          division handled containers throughout. Containerization
          involves stuffing, unstuffing, moving, spotting, and delivering
          containers.

          h) Lastly, the division medical supply officer is completely
          immobile. Currently, there are no assets authorized in the TO&E
          with which to carry, lift, or secure class VIII.
