          3. (U) KEYWORDS: LOGISTICS, THROUGHPUT OPERATIONS,

          4. (U) TITLE: THROUGHPUT OPERATIONS DURING THE OFFENSIVE

          5. (U) OBSERVATION: Throughput operations to sustain the
          division's rapid advance was the exception not the rule.

          6. (U) DISCUSSION: Effective throughput was affected by:
          a) Mobility of EAC assets (915 tractors). Additionally, many
          EAC assets were host nation vehicles and not allowed to cross
          into Iraq.

          b) Limited MSR's capable of supporting M915 tractors.

          c) MSR management; specifically, priority of movement on MSR'S.
          Movement of the 82nd Abn Div on MSRIS Texas and Virginia delayed
          initial COSCOM planned efforts to push Class III(B) and Class V.

          d) Nearest COSCOM log base was over 200 km from the division's
          DSA at the conclusion of the operation. This resulted in a 24
          hour turn around time for resupply.

          e) COSCOM never attempted to displace a log base further east
          northeast to shorten extended LOC'S.

          f) Lack of communication in log base Romeo. DISCOM could not
          monitor the status of resupply convoys of rations and fuel.

          g) Lack of navigational devices in transport units. Supported
          units were required to send guides to move needed supplies
          forward.

          7. (U) LESSON LEARNED: Movements of combat units, CSS units,
          and supplies must be analyzed in detail. Multiple routes must
          be planned and constructed if necessary. Movement control
cant increases in quality and quantity of
          communications equipment. COSCOM transportation units must be
          equipped with M93IA2 tractors increasing off-road mobility and
          enhancing transportation flexibility. Finally, COSCOM
          transportation units must be equipped with navigational aids to
          enhance their ability to move forward independently.

          8. (U) RECOMMENDED ACTION:
          a) Establish clear priorities for movement of supplies, CSS
          units, and combat units on each MSR.
