          4. (U) TITLE: MANAGEMENT OF THE CORPS SUPPORT GROUP

          5. (U) OBSERVATION: Direct support (backup) relationship causes
          friction between COSCOM and DISCOM.

          6. (U) DISCUSSION: Under DS (backup), COSCON commands corps
          support groups and DISCOM plans for / employs the CSG to
          support corps and divisional units during execution of combat
          operations. Plan for / employ means DISCOM positions,
          displaces, and gives priorities of support to CSG units to
          ensure CsS requirements that exceed the MSB or FSB capabilities'
          are augmented by CSB capabilities. However, COSCOM commands.
          CSG,S. As such, the COSCOM commander can change CSG / CSB task
          organization as he deems necessary. This change in task
          organization changes CSS capabilities. This will cause a change
          in the concept of support when compared to projected CSS
          requirements. Additionally, DISCOM commanders are prohibited
          from further organizing DS (backup) CSG assets.

          7. (U) LESSON LEARNED: COSCON and Divisional log planners (G4
          and DISCOM SPO) must exercise.continuous coordination to ensure
          Css requirements are covered by CSS capabilities found in
          proposed CSG task organization.

          8. (U) RECOMMEND ED ACTION: There are two possible solutions:
          First, OPCON a CSG to the DISCOM. This command relationship
ask
          organizing, positioning, movement, and prioritizing of support
          efforts. Second, although normally associated with FA units,
          assign a CSG to REINFORCE the DISCOM. Under REINFORCE, the
          employment of the CSG is planned by the supported DISCOM.
          Furthermore, the CSG takes priorities of support and missions
          from the supported DISCOM only. Additionally, the DISCOM
          positions and moves the CSG. The CSG responsibilities for area
          support are the same as the DISCOM. This support relationship
          entails coordination and agreement between the supported DISCOM
          commander and COSCOM commander. Together they must agree that
          the proposed CSG organization has the necessary CSS capabilities
          to meet envisioned CSS requirements.

          9. (U) COMMENTS: Either of these options enhances the potential
          to provide effective and continuous logistical support by
          clearly focusing CSS priorities and efforts.
