          2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV (MECH)
          on 05/23/91.

          3. (U) KEYWORDS: CIVIL AFFAIRS, COMMUNICATIONS.

          4. (U) TITLE: CIVIL AFFAIRS COMPANY COMMUNICATIONS

          5. (U) OBSERVATION: The reserve civil affairs company attached
          to the 24th ID (M) did not have the necessary communication
          equipment to maintain operational communication nets.

          6. (U) DISCUSSION: The reserve civil affairs company had no
          functional communication nets. The lack of communication
          capability was a threefold problem.

              a) The unit did not have all of it's TO&E communication
          equipment.

              b) Almost all of the communication equipment the unit
          arrived with was unserviceable.

              c) The unit had no secure communication capabilities.

          7. (U) LESSON LEARNED: Units without proper communication
          equipment cannot keep up with the fast pace of current
          operations. During operations in a combat zone, soldiers are
          exposed to increased danger due to an inability to receive
          command/intelligence information or request additional
          assistance through normal communication channels.

          8. (U) RECOMMENDED ACTION: Reserve units should verify
          communication capabilities at the mobilization site. This
          should include, as a minimum, verification of accountability of
          equipment, proper installation, and serviceability / capability
          of all communication equipment. Equipment shortages should be
          identified and replaced prior to deployment.
