           4. (U) TITLE: CIVIL AFFAIRS COMPANY MANNING

           S. (U) OBSERVATION: The manning of the reserve civil affairs
           company should be reduced at the division level.

           6. (U) DISCUSSION: The reserve civil affairs company attached
           to the 24th ID (M) was organized into the following five areas;
           headquarters, governmental functions, economic functions,
           public facilities and special functions. The total manning was
           103 with an authorized strength of 125. During OPERATION
           DESERT SHIELD / STORM, functioning teams were established to
           meet operational requirements and contingencies. The teams were
           structured with eight soldiers; five of the soldiers from the
           civil affairs company, two counter-intelligence soldiers, and
           one linguist from the division. Each maneuver brigade received
           one team and the division held teams in reserve to assist when
           needed.

           7. (U) LESSON LEARNED: On the fast paced modern battlefield of
           maneuver warfare, civil military operations must be tailored to
           support the immediate needs of refugees as well as to facilitate
           continued combat operations.

           8. (U) RECOMMENDED ACTION: Civil affairs companies should fall
           under the command and control of corps. Teams should be
           attached to the division to work with each maneuver unit. An
           additional three teams should be held in reserve at division
           level. The structure of the team should be 5 soldiers from the
o from counter intelligence and one linguist. An
           overall team leader should be provided from the CA Company to
           work work with and under the control of the Division G5.
