          4. (U) TITLE: CROSS BOUNDARY ARTILLERY FIRES

          5. (U) OBSERVATION: Cross boundary fires should be coordinated
          at the lowest level possible.

          6. (U) DISCUSSION: There were two cases where fires had to be
          cleared across division boundaries during the attack. Fires
          were coordinated between 24 ID (M) and 101 Abn Div (AASLT)
          without incident using FSE to FSE channels. These channels were
          coordinated in advance. In the second instance, fires were
          coordinated between 24 ID (M) and lst AD through corps FSE
          channels. Fires were initially denied at division level then
          later approved once clearance could be obtained through all
          units. 24 ID (M) attempted to established direct coordination
          with ist AD through the VII Corps LNO prior to the attack. VII
          Corps LNO required that all coordination for fires be done
          through corps. The end result was failure to quickly clear an
          important counterfire target for VII Corps.

          7. (U) LESSON LEARNED: Doctrine is proven to be correct. Cross
          boundary fires should be cleared by adjacent units whenever
          possible to avoid the inevitable delays going through corps and
          divisions. Further, channels for such coordination should be
          established in advance.

          S. (U) RECOMMENDED ACTION: All cross boundary fires should be
          allowed to be cleared at the lowest levels.
