                                     UNCLASSIFIED
                                                                     05/30/91
                                   ,TULLS LONG REPORT

          1. (U) JULLS NUMBER: 52156-95394 (00005), submitted by 36 ENGINEER
          GRP, 24 ID, 870-5516, (912)767-5516.

          2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV (MECH)
          on 03/05/91.

          3. (U) KEYWORDS: ENGINEER, ERI, E-FORCE, CSE, SUSTAINMENT,

          4. (U) TITLE: ENGINEER RESTRUCTURE INITIATIVE

          5. (U) OBSERVATION: 24 ID was the only division to operate in
the OPERATION DESERT STORM theater under the pure ERI concept.
ERI fixes a 50-year-old engineer battlefield deficiency and was
validated as 24 ID attacked deep into the rear of the RGFC along
the Euphrates River Valley in Iraq.

          6. (U) DISCUSSION: Engineer support requirements are generated
as both combat support and general sustainment needs. Combat
support is handled by brigade engineers and responded to by a DS
battalion at each brigade. Sustainment requirements are
generated at all levels. A combat support equipment company
(CSE) attached to 24 ID provided road repair / maintenance and
logistic engineering support. It primarily supported FSB's and
MSB. Some of its equipment which proved critical were dozers
with ripper, graders, scrapers, water distributors, and
          compactors.

          7. (U) RECOMMENDED ACTION: The engineer regiment requires a
baseline unit similar to a CSE. This unit should have the
capability to rapidly emplace dust pallatives and road surface
          treatments.

              (U) SUBJECT: OPERATIONS

              (U) INTEROPERABILITY: DOCTRINE

              (U) Lesson distributed by: 24TH IN DIV.
