           4. (U) TITLE: CHEMICAL DEFENSE EQUIPMENT READINESS

           5. (U) OBSERVATION: There is no established system to monitor
           the chemical defense equipment (CDE) readiness of the division.

           6. (U) DISCUSSION: Our priority mission during the deployment
           and initial phases of DESERT SHIELD was monitoring the CDE
           readiness of the division. since the system in place prior to
           deployment was inadequate, getting the division straight in CDE
           was a very painful process which took several months to mature.

           7. (U) LESSON LEARNED: We were fortunate to have the time to
           achieve CDE readiness to an acceptable level prior to the start
           of the ground campaign; we may not be as fortunate in future
           campaigns.

           S. (U) RECO,   DED ACTION: Implement a quarterly NBC Status
           Report during peacetime operations. Report should include BOI,
           authorized, on-hand, and on-requisition quantities, and
           requisition status.
           9. (U) COMMENTS: 'Division chemical is currently developing a
           proposed quarterly NBC Status Report for CG's approval.
