4. (U) TITLE: CHEMICAL DOWNWIND MESSAGE (CDM)
5. (U) OBSERVATION: Current doctrine considers the Division NBC
Center (NBCC) as the primary source of the Chemical Downwind
Message (CDM). Under most circumstances, a CDM prepared at
division level may not provide accurate data for subordinate
units.
6. (U DISCUSSION: The divisional CDM is prepared from weather
data collected from USAF weather observers located at the D-MAIN
and various brigades. Weather data is consolidated at the
D-MAIN and averaged for the entire division sector. This
average weather data is then used by the NBCC to prepare a
divisional CDM. When disseminating the divisional CDM to our
subordinate units there were many instances where the data did
not reflect weather conditions at subordinate locations; in most
cases our divisional units were widely dispersed and experienced
drastically different weather conditions. If a chemical attack
would have occured, using the divisional CDM may have led our
subordinate units to receive / prepare inaccurate chemical
hazard predictions.
7. (U) LESSON LEARNED: CDM's should be primarily prepared and
disseminated at brigade level, especially when units are
dispersed over a wide area. This will provide more accurate
data to subordinate units when preparing chemical hazard
predictions. During OPERATION DESERT SHIELD, we established the
following procedures: brigades collected their own weather data
directly from their attached USAF weather observers and/or by
using the belt weather observations. The brigade chemical
sections then prepared and disseminated the CDM to subordinate
units. If a chemical attack occured in the brigade's sector,
the brigade chemical section would include their weather data
(lines Y and ZA) when forwarding the NBC-1 (Chem) report to the
division NBCC. The division NBCC would then use the brigade's
weather data to prepare the NBC-2 or NBC-3 (Chem) report and
disseminate were applicable. If brigade weather data was not
available at time of attack, the divisional CDM would be used to
prepare the NBC-2 or NBC-3 (Chem) report.
S. (U) RECOMMENDED ACTION: The USACMLS should incorporate the
procedure listed above into FM 3-3 (NBC Contamination
Avoidance). As a minimum, the brigade chemical section should
