            4. (U) TITLE: STRUCTURE OF THE MILITARY POLICE COMPANY

            5. (U) OBSERVATION: The division military police company is
            not structured to perform sustairment operations where law
            enforcement operations are required.

            6. (U) DISCUSSION: The 24th MP Company is presently authorized
            five platoons of 21 soldiers. During OPERATION DESERT SHIELD
            STORM, the 197th Bde with their organic military police
            increased the total assigned military police within the division
            to six platoons. In October 1990, a military police company
            from the 16th MP Bdo was attached to the division under the
            operational control of the Provost Marshal.       During OPERATION
            DESERT SHIELD the focus of MP operations was on circulation
            control and area security. One platoon from       the 24th MP Company
            and one platoon from the 211th MP Co were in      training when
            conditions and commitments allowed. Without       the corps slice,
            the division MP company would not have been able to provide
            support to the division without serious degradation to the
            organic company's training. It is apparent from this deployment
            that the division military police company, as organized, cannot
            provide support to the division as the majority of commanders
ysical
            security assistance, aggressive patrolling, and the countering
            of level one and two threats would not have been feasible
            without the additional manpower. In a tactical situation where
            immediate combat activity occurs, the MP Company can provide the
            minimum assistance required. When lines of communication are
            extended, there are no MP in the rear to assist base and cluster
            commanders in the countering of threats. When the division
            establishes long-term defensive positions and a garrison-style
            operation in the rear, augmentation is r @ ired.

            7. (U) LESSON L      ED:

                   1. Division commanders expect assigned / attached MP
            assets to police the division area of responsibility including
            road networks within its boundaries.

                   2. Limited law enforcement operations will be conducted
            and will require @artise in the MP organization which is not
            organic the the MP Company.
