                                                                      06/19,
                                    JULLS LONG REPORT

           1. (U) JULLS NUMBER: 51553-98450 (00006), submitted by DIVISION
           SURGEON, 24 ID, 870-5516, (912)767-5516.

           2. (U) Other OPN DESERT STORM NOTES conducted by 24 IN DIV (MECH)
           on 03/05/91.

           3. (U) KEYWORDS: COMBAT STRESS, PSYCHIATRIC SUPPORT, BATTLE
           FATIGUER I .

           4. (U) TITLE: LOCATION OF COMBAT STRESS TEAMS

           5. (U) OBSERVATION: Psychiatric support by the 528th Medical
Detatchme.nt Combat Stress Team (CST) was poorly integrated into
the 24 ID plan for treating combat stress casualties.

           6. (U) DISCUSSION: Corps level psychiatric support by the 528th
CST was divided into three task forces that co-located with
MASH's and CSII's in the area of operation. Two problems arise
with this arrangement. One is the relatively long distance
between the facility and the FLOT making proximal care of battle
fatigue cases difficult. Secondly, their ability to provide
care for our soldiers is compromised by their lack of
familiarity with the division's mission, staff, and personnel.

           7. (U) LESSON LEARNED: The task of the CST is to augment the
ability of the division mental health team to treat battle
fatigue casualties. This can be best achieved if they are
           attached to the division.

           S. (U) RECOMMENDED ACTION: CST support should be attached or
placed in direct support of the division. They can then be
co-located when necessary with the forward support medical
companies to treat battle fatigue cases proximally and rapidly
           in accordance with doctrine.

           9. (U) COMMENTS: The 528th Medical Detatchment, with
ficers and many more enlisted
personnel, saw no battle fatigue cases from 24 ID. The three
officers and eight enlisted personnel of the 24 ID mental health
section saw 650 soldiers prior to G-day as well as five battle
fatigue cases after G-day. This disparity would likely have
continued if the hostilities were prolonged.

               (U) SUBJECT: PERSONNEL

               (U) INTEROPERABILITY: PLANNING

               (U) Lesson distributed by: 24TH IN DIV.
