            4. (U) TITLE: PROFESSIONAL OFFICER FILLER SYSTEM (PROFIS)

            S. (U) OBSERVATION: The PROFIS (Professional officer Filler
            System) provided physicians to the division. However, PROFIS is
            a program that looks great on paper but, in practice, can use
            some improvements.

            6. (U) DISCUSSION: PROFIS physicians are superb physicians
            given several impossible tasks:
                PROFIS physicians must be prepared to deploy just as quickly
            as every 24th Infantry Division soldier. This implies that they
            are proficient with weapon and mask, understand the organization
            of his PROFIS unit, and if they have been to CIF, know how to
            use all the equipment issued. on this point, the system has.an
            in-bred "Catch 22.11 These doctors are expected to maintain the
            same workload regardless of the field training expected by the
            division.

                The other challenge encountered with the PROFIS system is in
            the management of these physicians as general medical officers
            on the field side of the house. The majority  of the physicians
            deployed with the 24th Infantry Division were specialists which
            had not practiced general medicine in several years. This
            required learning to take place in the field. Units will
            not always have the luxury of learning as you go.
            7. (U) LESSON LEARNED: While not as good as it could be, the
        PROFIS system worked for the 24th Infantry Division.

            S. (U) RECOMMENDED ACTION: PROFIS positions should be managed
            closely to insure positions are filled so that specialities are
            utilized in a manner which insures maximum benefit to the
            troops.
                PROFIS doctors need to actively participate in their PROFIS
            unitts functions such as FTX'S, NTC rotations, alert
            rosters, and the social roster.
                PROFIS physicians require a training program developed and
            supported by the Division Surgeon and MEDDAC commander.

                PROFIS fillers should continue to come from the
            installation. This allows for quick reaction times and
            integration with the unit.
