          5. (U) OBSERVATION: The Aviation Brigade is the optimal
          headquarters for the command and control of aerial medevac
          operations.

          6. (U) DISCUSSION: The Aviation Brigade possesses aircraft
          maintenance and refueling assets which are absolutely critical
          to the sustained high optempo operation of any medevac
          helicopters operating in the divisional sector.

          7. (U) RECOMMENDED ACTION: Amend the Aviation Brigade TO&E to
          include an organic Air Medevac Company consisting of 15 UH-60V
          helicopters with all ancillary company assets.
