           2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV (ME
           on 05/23/91.

           4. (U) TITLE: RETURN TO DUTY (RTD) SOLDIERS

           S. (U) OBSERVATION: Return to Duty (RTD) soldiers were not
           returned through doctrinal methods in the majority of the cases
           involving the 24th Infantry Division (Moch).

           6. (U) DISCUSSION: For a variety of reasons, such as no
           replacement system in place at CORPS level and higher,
           distances too great for replacement system or unit pick up, or
           simply impatience with the system, soldiers returned to their
           units in a very unorganized fashion. Soldiers were backhauled
           in ambulances during DESERT SHIELD, hitchhiked, and caught rides
           with division personnel visiting the hospital.

           7. (U) LESSON LEARNED:
               a) The replacement system needs to be operational as soon
           as the medical system is in place-

               b) Assets need to be allocated to accomplish the
           replacement mission with the same priority as other replacement
           material.

           S. (U) RECO,    ED ACTION:
               a) RTDs should be handled in garrison the same way we
           expected to operate in a deployment. (i.e., paperwork, return
           process, etc.)

               b) If the replacement system as it stands currently isn't
           accomplishing the mission, perhaps the AG school needs to relook
           doctrine.
