          5. (U) OBSERVATION: Physician's Assistants (PA) were often
          underutilized in the medical planning process.

          6. (U) DISCUSSION: In a garrison environment, the PA is too
          often kept busy between his Battalion Aid Station (BAS), the
          Troop Medical Clinic (TMC), and the hospital. Hence, PA's do
          not regularly participate in battalion training meetings or
          staff calls. The PA is a wealth of military medical knowledge
          and experience. On several occasions during the planning
          process, decisions involving casualty management within a unit
          were made by nonmedical personnel without input from a medical
          corps officer.

          7. (U) LESSON LEARNED: The adage - we fight as we train
          proves itself true in this case. If PA's are not a part of the
          planning process in garrison, they are not likely to be included
          in the field.


          8. (U) RECOMMENDED ACTION:
              a) PAs should attend battalion planning and training
          meetings on a regular basis.

              b)  The senior PA should serve on the Division surgeon's
          staff.
