            4. (U) TITLE: MEDICAL CORPS OFFICER REPLACEMENT

            5. (U) OBSERVATION: There was no clearly understood plan for
            replacement of medical corps officers during OPERATION DESERT
            STORM.

            6. (U) DISCUSSION: Replacement of medical officers was a
            function of both the G-1 and corps Division Surgeons based on
            a need to manage these officers by speciality, situation on the
            battlefield, and @erience in addition to rank and TOE slots.
            From the prospective of a supported unit, higher echelons
            appeared unwilling to identify backfills. This created doubt on
            the part of those supported at every level that needed
            assistance would arrive in a timely manner.

            7. (U) LESSON L    ED: The physician / PA replacement system
            required no utilization during DESERT STORM. However, the very
            replacement issue has morale implications. Units must believe
            the support they need will arrive while continuing to plan for
            the worst.

            S. (U) RECO     ED ACTION: A pool of replacement medical
            officers should be held in reserve physically close to units
            supported (nearest hospital). However, it is recognized that
            under current physician shortages, this is impractical.
