(PERSONNEL SERVICE SUPPORT) TO IAD OPLAN 65-91M (MOVEMENT TO FAA GARCIA))
(U) PURPOSE. To publish the Rules of Engagement (ROE) established by
:he Commander, Ist Armored Division, governing the use of military power
Dy the Ist Armored Division during combat operations. These ROE apply to
.i'l US Forces assigned to or operating in the 1 AD area c)-F responsibility,
.tnless specifically expanded by higher headquarters. These rules are
-?+fective on order of CG, I AD.
2. NATIONAL POLICY. In general, it is the policy of the United
Btates to control the pace and degree of escalation of hostilities. It is
:he responsibility of the Commander to protect the US Forces, citizens,
:kircra-Ft, and military installations against hostile attack. Commanders
Briould seek guidance from higher authority prior to using armed forces to
ic?fend US citizens or their property. Reprisals or punitive measures are
Prohibited under these rules.
General.
a. (U) The right of self-defense. US Forces have the right of
Belf-defense. The right of self-defense is never denied under these
-Ltles. This right of self defense includes the defense of all forces in
:he coalition regardless of nationality. It specifically includes defense
.%ciainst hostile acts directed toward the Host Nation.
b. (U) Nothing in these or any other ROE authorizes anyone to
:c)mmit a war crime.
C. (U) For the purposes of these ROE, designated hostile -Forces
Iraqi forces in Iraq and Iraqi-occupied Kuwait have
.tr,e called the enemy.

d. (U) Prior to any deployment of soldiers into combat, hostile
s, terrorists, or
Daramilitary organizations. Commanders will brief personnel prior to
Deployment as to the identification, uniforms, markings, and equipment of
;orces which have been declared hostile.
e. (U) Commanders will instruct their -Forces carefully as to
-:he laws of land warfare. All military operations will be conducted using
:)nly the degree of force necessary and proportionate to accomplish the
military mission. Every effort will be made to avoid injury to
Noncombatants and damage to civilian property or facilities. Particular
Attention will be paid to operations in built-up or populated areas.
2ombat forces will be withdrawn from populated areas, business districts
-and indigenous buildings and facilities as soon as the situation permits.
