    APPENDIX  I (WARTIME RULES OF ENGAGEMENT FOR COMBAT OPERATIONS) TO ANNEX N
    (PERSONNEL SERVICE SUPPORT) TO IAD OPLAN 65-91M (MOVEMENT TO FAA GARCIA))


              4.        Special care will be taken to prevent damage to
    specially protected property and places, such as hospitals, schools,
    mosques, churches, cultural monuments and similar facilities, unless they
    .tre being used by the enemy for military purposes. US Forces must respect
    Drotected medical service emblems, such as the Red Cross and the Red
    -rescent, as well as the personnel/facilities under their protection.
    Elefore engaging a hospital or mosque being used by the enemy for hostile
    .iilitary action, a warning in the nature of an ultimatum to cease and
    desist will be given.

              g.        Civilians not taking part in hostilities, will be
    Drotected from harm IAW the laws of war. Particular care will be taken to
    :)rotect the sick, the aged and children.

              h. (U) US Forces must permit enemy soldiers to surrender, when
    the enemy communicates a desire to do so. All enemy Prisoners of War (PW)
    ,jill be treated humanely and with respect IAW the laws of war. Medical
    3ersonnel will provide medical care for sick and wounded enemy soldiers an
    zhe same basis as provided for US Forces. Enemy sick and wounded will be
    treated humanely and with respect IAW the laws of war.

              J. (U) Seizure of private property in Saudi Arabia is
    Drohibited. Seizure of private property across the LD is authorized only
    ,jhen required by military necessity and directed by a commander in the
    -grade of 0-6. Brigade commanders may further delegate the authority to
    seize enemy property to battalion commanders, as required. All enemy
rty of the US government.
    Commanders will ensure that a record is made of each seizure of enemy
    orivate property.

                 (U) All war crimes and violations of the law of war by
    whomever  committed will be reported immediately through command channels.

    4. (C)    RESTRICTIONS.

              a.        These instructions do not authorize the use of nuclear
    weapons,  herbicides and toxic chemicals or biological agents/munitions.

              b.        These ROE are and must remain consistent with the laws
    of war.   Any modifications or restrictions must be reviewed by the
    Division  Staff Judge Advocate or his designated representative.
              c.        All 1 AD Forces will adhere to the ROE a+ the command
    having operational command or control over them, or the ROE listed here,
    whichever is more restrictive.
