   APPENDIX 1 (WARTIME RULES DF ENGAGEMENT FOR COMBAT OPERATIONS) TO ANNEX N
   (PERSONNEL SERVICE SUPPORT) TO 1AD OPLAN 65-91M (MOVEMENT TO FAA GARCIA)


                  (1) (U) WEAPONS FREE. Fire at any aircraft not positively
   :centified as friendly. When in doubt, shoot. Shoot all unidentified
   =tircraft which -Fail to properly respond to identification friend or foe
   (7FF) interrogation. This is the least restrictive? status.

                  (2) (U) WEAPONS TIGHT. Fire at all identified enemy
   zk,.rcra-Ft. When in doubt, do not shoot. Do not shoot at any aircraft
   sclely upon failure to properly respond to IFF interrogation.

                  (3)  (U) WEAPONS HOLD. Do not fire except in self defense.
   Dc not shoot even   a known enemy aircraft unless he is attacking the asset
   vc@t are defending  or your position. This is the most restrictive status.

             b. (U)    The above definitions of ROE status are unclassified.
   -1-9 actual weapon  status in effect will be classified at least
   :C'qFIDENTIAL.

             C. (U)    ADA ROE (weapon status) may be further specified in
   -@--ms of time, place, or type of aircraft, e.g., "WEAPONS FREE until 1200
   ic-@rs, then WEAPONS TIGHT"; "WEAPONS FREE for rotary wing aircraft,
   AEAPONS HOLD for fixed wing aircraf@l."

             d. (U) When employed in the surface to surface role, Vulcan ADA
   A@-apon systems are governed by the ROE -For infantry weapons.

         (U) ENGINEER WEAPONS AND DEMOLITIONS ROE

             a. (U) Minefields may be emplaced in accordance with the
   following ROE. All minefields will be recorded and the records will be
      -:tssi f i ed at I east SECRET.

             b. (U) Authority to emplace scatterable mines (FASCAM) is held
   01. the VII Corps Commander. Authority to emplace FASCAM may be delegated
   ,c the following level commanders, based upon the period of time before
