    APPENDIX 1 (WARTIME RULES OF ENBASEMENT FOR COMBAT OPERATIONS) TO ANNEX N
    (PERSONNEL SERVICE SUPPORT) TO IAD OPLAN 65-91M (MOVEMENT TO FAA GARCIA)


               (6) (U) Final Protective Fires established around US or
    allied defensive positions.

               (7) (U) Fixed enemy works and installations identified by
    Reconnaissance, imagery, or other intelligence assets, when the best
    information available indicates that the works or installations are being
    used for military purposes and the target has been identified to a
    sufficient circular error probable to minimize the possibility of damage
    to protected places or persons.

             b. (U) Unless further limited below, all fuze/projectile
    Combinations are authorized for deployment and use.

             r-. (U)  Nuclear projectiles, toxic chemical projectiles, and
    Projectiles which @ontain riot control agents will not be deployed or
    fired except when authorized by the President and as directed by the VII
    Corps Commander.

             d. (U)   Authority to fire scatterable mine projectiles (FASCAM)
    is held by the VII Corps Commander. Authority to fire FASCAM may be
    delegated to the following level commanders, based upon the period of time
    oefore the mine self-disables:

             DURATION TIME                      AUTHORITY

             Long Duration                      When delegated to the
             (24 hrs or more)                   Div Cdr, may be further
                                                delegated to Bde.

             Short Duration                     When delegated to the
             (less than 24 hrs)                 Div Cdr, may be further
                                                delegated to Bn Cdr or
                                                Task Force Cdr.


    9. .(U) AIR DEFENSE ARTILLERY ROE

             a. (U) Authority to engage aircraft is delegated to the weapon
ommander or gunner, subject to the weapon status established by the chain
    of command. Any commander having ADA assets under his command may order
    more restrictive weapon status for those assets if necessary to support
    his tactical plan. The following ROE will be used:
