ANNEX H (NBC) TO OPLAN 416E-003
(3). (,WHost nation government, medical and civilian
agencies do not have the ability to adequately cope with medical
and logistical burdens that will result from NBC warfare. U.S
ability to to handle large numbers of contaminated casualites is
also limited.
(4). @ The medical treatment system for operations in an
NBC environment relies on units decontaminating individuals prior
to admission to a medical facility. If possible, casualties should
decon and perform MOPP gear exchange as far forward as possible.
If this is not possible, units will evacuate to organic aid station
and conduct patient decon under medical super-vision.
MISSION: Prepare all personnel to respond to and prepare for an
NBC attack or possible operations in a Mission Oriented Protective
Posture (MOPP). Have personnel trained to accomplish mission and
tasks in an NBC environment. Units will be prepared to conduct
decontamination operations and work in a contaminated environment
in both offensive and defensive operations.
3. EXECUTXON:
a. (U) Concept of Operations:
(1). Bo prepared to conduct operations to dotect/avold
contamination and when required, expeditiously decontaminate and
continue operations. NBC reconaisance and reporting procedures are
integrated and emphasized in all operations. Decontamination
operations will focus on weathering and hasty decon (operator
spraydown and MOPP gear exchange).
(2).@ u.s policy renounces first use of lethal and
incapacitating chemical weapons. The U.S has not renounced first
use of riot control agents (RCA). NCA and USCINCENT approval is
required to employ both lethal and incapacitating chemical weapons
and RCA.
b. Tasks:
(1). (@ All Commanders:
(a). Prepare plans in sufficient detail to permit
expeditious conduct of chemical operations and NBC defense. As a
minimum, plans will include:
1. (Protecting personnel from enemy NBC
attacks.
2. Procedures for informing friendly and
non-boligerent populace of appropriate passive defensive measures
to be taken against chemical munitions.
3. @ Specify locations of water to be used in
support of decon operations.
4. @ Develop plans to cope with mass casualty
situations caused by enemy CW attacks. Include plans for
decontamination of casulaties.
