         1. BACKGROUND:
             A. LASERS PRODUCE AN INTENSE, NARROW BEAM OF LIGHT NORMALLY ON
        A SINGLE FREQUENCY EITHER IN THE VISIBLE OR OUTSIDE THE VISIBLE
        FN'ANGE. ENERGY MAY BE SUFFICIENT TO SEVERELY INJURE OR BURN THE EYES
        OR SKIN OF PERSONNEL. RANGE FINDERS AND  TARGET DESIGNATORS MAY RESULT
        IN ACCIDENTAL INJURY TO THE EYE. OPFOR   DEVICES USED AS ANTIPERSONNEL
        WEAPONS DISRUPT MILITARY F'ERFORMANCE BY REDUCING A SOLDIER'S ABILITY
        TO SEE.
             S. THE VERY NARROW BEAM OVER LONG   DISTANCES BECOMES
        I-'ROGRESSIVELY WIDER: TYPICALLY I METER PER KILOMETER. HIGH ENOUGH
        EXPOSURES COULD BURN CLOTHING OR SKIN.   MOST LASERS ARE NOT POWERFUL
        ENOUGH TO GENERATE BURNS; HOWEVER, THE EYE FOCUSES AND CONCENTRATES

 UP TO 100,000 TIMES THE ENTERING ENERGY.
        HIGHER ENERGIES CREATE A BROAD SPECTRUM OF INJURIES RANGING FROM
        VL7RY TINY LESIONS IN THE BACK OF THE EYE TO SEVERE BURNS AFFECTING
        VAST PORTIONS OF THE EXPOSED BODY. EYE INJURIES ARE OF GREAT
        CONCERN.
            PREVENTION/PROTECTION.
