4. @Ul TITLE: ORGANIZATION OF THE DREAR
S. @Ul- OBSERVATION: Although the Division Rear CP Is addressed
doctrinally by the Army, It has not been provided for in the
MTO&E of the division. This lack of resources @both in
equipment and personnell- has caused the Div Rear CP to be
established an an ad HOC basis.
6. -CUI DISCUSSION: Although doctrine calls for the
establishment of three separate command posts in the division's
structure -[D-TAC, D-MAIN, and D-REARI, the Division's HHC is
not manned nor equipped to support that structure.
The DREAR CP consists of a small Operations element -(G3/G2/
FSE/Div Chem/ADSOI which Is made up of staff elements In the
DMAIN and DTAC. No vehicles, tents, or other TO&E equipment Is
available for their use in the DR@AR. The Gl and G4 sections
are located in the DREAR also, however, they too have
insufficient vehicles, tentage, and equipment to establish a
Rear CP and maintain operations at the DMAIN and DTAC. All
other special staff and personal staff sections In the DREAR CP
-CSJA, Chaplain, Surgeon, PM, PAO, GS, IG Red Crossl are also
under equipped and under manned.
The total strength of the HHC, 24th ID personnel in the
DREAR is approximately 1LO, with a vehicle density of 35. All
life support for this organization is provided by HHC DISCOM
ng a unit strength of 248 personnel and
76 vehicles. Additionally, the vehicles that are In the DREAR
have little or no cargo carrying capacity, requiring additional
transportation assets from the Main Support Bn.
The distance between the DMAIN -(HHC, 24th IDI and the DREAR
makes personnel administration, mail, coordination for supplies,
and vehicle maintenance extremely difficult.
?. -EUI LESSON LEARNED: The current doctrinal DREAR CP
organization cannot be supported by the TO&E of the Division
HHC.
8. -CUI RECOMMENDED ACTION: That a formal, practical -[tried In
the fieldl organization for the DREAR CP be developed and
standardized. Once the equipment and personnel requirements are
estabished, the MTO&E of the Division HHC must be further
modified to support the three command post concept.
