           4. -[Ul- TITLE: 3D ACR DEPLOYED WITHOUT A JUDGE ADVOCATE @ATTORNEYI-

           5. @Ul- OBSERVATION: The 3d ACR deployed in support of Desert
           Shield without any Judge Advocate @attorneyl support. Judge
           Advocate resources at Fort Bliss were not deployed to support 3d
           ACR.


           6. @Ul DISCUSSION: XVIII Airborne Corps has accepted the
           mission of providing Judge Advocate support using It's own
           resource. This was not the case with 197th Infantry Brigade in
           which Fort Benning committed two Judge Advocates to support it's
           Brigade

           7. -[Ul LESSON LEARNED: The absence of Judge Advocate support
           from a deploying unit's CONUS station requires the Corps or a
           Division in sector to draw on it's own personnel resources to
           provide legal support.

           8. -CUT RECOMMENDED ACTION: TDA installations supporting CONUS
           based FORSCOM units should be required to deploy adequate
           numbers of Judge Advocates to support an overseas deployment of
           the FORSCOM unit.
