               DECISION MEMORANDUM FOR CG
               SUBJECTI Fielding PI-XMZI Remote Sensing Chemical Agent Alarm
               Prototypes (12)


               1.    (U) This is a Decision Memorandum. There is no suspense

               2.    +" PURPOSE. To obtain CG approval to field five XM21
               Remote Sensing Chemical Agent Alarm prototypes into the AOR.

               3.        DISCUSSION.

                     A.        AVAILABILITY. Currently 5 XM21s are available for
               ARCENT use. A two-man contact team can support training,
               maintenance, and employment of these systems. They're willing to
               remain in theater as long as necessary to insure successful XmZl
               employment. If team or user determine system doesn't function
               properly, or provide anticipated benefit, team will remove XMZls
               from AOR. Upon notification team needs 3 weeks to arrive in
               country.

                     B.        CAPABILITIES. XM21 is a field deployable, passive
               infrared sensor/signal processor that remotely detects nerve
               (G-Series) and blister agent clouds at line-of-sight distances out
               to 5 kms. It soans a 60 degree field of view in seven distinct
               segments within one minute. It proposes no health or safety
               hazard to operator or adjacent areas. System consists of a
               detector, tripod with accessories, transit case, battery cables,
               4(HN (24 V) lead-acid batteries, and a NATO adaptor for vehicle
               power.

                     C.        EMPLOYMENT. Army employment concept for the XM21
               focuses on fixed sites operations (ie port facilities, maintenance
               depots, airports, etc) to minimize need for transporting the
 operator would need to check XMZI periodically
               (ie once every hour). System's central panel will inform operator
               of nerve or blister agent alarm and identify which fields of view
               are in alarm.

                     D.        MAINTENANCE. XMZls would arrive in theater with
               system support package (ie. spare/repair parts). Additionally,
               contractors would coordinate maintenance with USMC in-country
               maintainers. XM21s require monthly maintenance at DS level to
               check internal system alignment. Depot level repair would be at
               the contractor's facility in Florida.

                     E.        LIMITATIONS:

                          1.         System is fragile; must be restrained during
               transport. Best used at fixed sites.
