SUBJECT: Assessment of the Al-Jubayl CARC Paint Site.
1. REFERENCE: Standing Operating Procedure Carc Paint Operations,
dated 7 May 91.
2. ISSUE: On 12 June 92, CPT Gongaware conducted a site visit to
the Al-Jubayl CARC paint site. The site showed a lack of command
emphasis and control.
3. FINDINGS:
a. The Site Safety Officer and NCOIC were not available at the
location until approximately three hours after arrival on site.
The SOP requires that the Safety officer be present on site and
have no other additional duties.
b. A copy of the SOP was not available on site.
C. Several soldiers were seen by the paint tents without
respirators on. There was confusion on exactly where the
respirators were required to be worn.
d. Several soldier's paint suits were ripped.
e. The paint and solvent cans were not being bonded to the
paint pot while pouring. This is a severe fire hazard.
f. soldiers were punching holes into the solvent cans using a
metal screwdriver. The solvent is very flammable and a spark can
cause an explosion.
g. The Material Safety Data Sheets for the paint and solvent
were not posted or readily available.
