            weapons. Toxic chemical agents will not be depl@yed or used
            without prior release from the President. When release authority
            has been granted, specific rules of engagement for their use will
            be promulgated by the Corps Commander.

                     (7) @ @ RCA employment guidance:

                         (a)          Authority to employ RCA is retained by
            USCINCCENT. Such    authority may be granted on a case by case
            basis for security, riot control, evacuation operations or civil
            disturbance. In cases of civil disturbance/mob action,
            commanders will respond with force commensurate with the need.

                         (b)          Due to the sensitivity associated with the
            use of chemical agents, RCAs will not be used in training without
            the approval of USCINCCENT.

                     (8)        Smoke and flame operations. All smoke
            generating ordnance, to include white phosphorous (WP) rounds,
            are authorized. All flame weapons, including expedient
            weapons, are authorized.

                     (9)        All other provisions of VII (US) Corps FSOP
            (ANNEX H) are in effect.

            4.        SERVICE SUPPORT: ANNEX J (SERVICE SUPPORT).

                  a.       Request corps level decontamination and smoke
            support through VII (US) Corps Chemical.
                  b. (U) Units will complete all NBC defense material
            resupply during Phase 1. NBC defense material resupply during
            Phases II and III will be limited to emergency requirements until
            2d COSCOM can begin routine resupply.

                  c.       Three Nerve Agent Antidote Kits (NAAK MARK I) and
dostigmine Pretreatment
            (NAPP) will be issued to each soldier NLT Phase 1. Store NAPP
            and NAAK MARK I inside protective mask carrier out of direct sun
            light.

                  d.       Soldiers must have two complete sets of Chemical
            Defense Equipment (CDE). A third set of CDE should be maintained
            at unit level.
